What are Alberta's permanent residence pathways?
Alberta's provincial route to permanent residence is the Alberta Advantage Immigration Program. It runs as a set of named streams, split between streams for workers and streams for entrepreneurs. Alberta nominates; Immigration, Refugees and Citizenship Canada decides the permanent residence application that follows. A nomination is not permanent residence, and Alberta states that a nominee may apply for permanent residence together with a spouse or common-law partner and dependent children.
Streams for workers
- Alberta Opportunity Stream. Alberta describes this for candidates who live and work in Alberta and hold a job offer from an Alberta employer.
- Alberta Express Entry Stream. Alberta describes candidates with a federal Express Entry profile being invited to apply for a nomination.
- Rural Renewal Stream. Alberta describes communities becoming designated before they may recruit and endorse candidates, with a job offer from an employer in a designated community.
- Tourism and Hospitality Stream. Alberta describes candidates working in Alberta with a full-time offer to continue with an Alberta tourism and hospitality employer.
Streams for entrepreneurs
- Rural Entrepreneur Stream. Alberta describes entrepreneurs starting or buying a business in a rural Alberta community, beginning with an Expression of Interest.
- Graduate Entrepreneur Stream. Alberta describes international graduates of approved Alberta post-secondary institutions starting or buying a business.
- Foreign Graduate Entrepreneur Stream. Alberta describes graduates of a post-secondary institution outside Canada launching a start-up, working with a designated agency.
- Farm Stream. Alberta describes experienced farmers planning to buy or start a farm in Alberta.

AAIP Streams Explained
Alberta runs several distinct immigration streams under AAIP. Eligibility requirements, documentation, and processing timelines vary significantly between streams.

Alberta Express Entry Stream
For candidates in the federal Express Entry pool with a strong connection to Alberta. A nomination adds 600 CRS points. No job offer required for some categories.
Alberta Opportunity Stream
For temporary foreign workers currently employed in Alberta in an eligible occupation. Does not require an Express Entry profile.
Rural Renewal Stream
Supports smaller rural and francophone Alberta communities. Requires a community designation and a qualifying job offer in that community.
Tourism and Hospitality Stream
For workers in specific tourism and hospitality NOC codes employed in Alberta. Targets frontline service and culinary workers.

The AAIP Application Process
Eligibility Assessment

AAIP Application Preparation
All required documentation is identified, reviewed, and assembled according to AAIP requirements. Errors in this stage cause processing delays or refusals.
AAIP Nomination Issued
If approved, Alberta issues a Provincial Nomination Certificate (PNC). You then apply to IRCC for Permanent Resident status using the nomination.
Alberta nominates. IRCC decides.
This is the part that is most often missed, and it changes how a file should be built. The Alberta Advantage Immigration Program is run jointly by the governments of Alberta and Canada, and the two do different jobs.
Alberta assesses candidates against its own streams and issues a nomination. A nomination is not permanent residence. Immigration, Refugees and Citizenship Canada manages the permanent residence application that follows and, in Alberta's own words, the Government of Canada makes the final decision on it.
So there are two applications, two authorities and two sets of requirements. A file that satisfies Alberta still has to satisfy IRCC afterwards on admissibility, documents and the federal criteria for the class being applied under.
You cannot apply to a worker stream. You have to be invited.
Since 30 September 2024 the worker streams run on an expression of interest system, and Alberta states it plainly: you can only apply to a worker stream if you are invited to do so, and to be invited you must complete a Worker Expression of Interest.
How it works in practice:
- A submitted expression of interest enters a pool, where it is scored and ranked on a published points grid.
- It stays valid for 12 months. If it is not selected in that time, it expires.
- Alberta runs draws during that period, selecting on scores, provincial labour market needs and priorities, available nominations and application volumes.
- Selected candidates are invited by email, and the invitation window is 15 days.
- You may hold only one expression of interest at a time, and you cannot create one while an AAIP application is active.
Alberta is candid about its discretion: it does not guarantee that an expression of interest will be assessed or actioned, or that a candidate meeting the draw parameters will be invited. You indicate a preferred stream, but Alberta may invite you to a different one, or not at all.
What changed recently
The mechanics have moved several times, and material written even a year ago can be wrong:
- February and March 2026. New fields collect wage and hours for candidates holding an Alberta job offer. Expressions of interest submitted from 25 February without that information are not considered in those draws.
- April 2026. A fee now applies to submit a Worker Expression of Interest. It was previously free, and it is non-refundable if cancelled.
- May 2026. An edit function was added. Editing does not extend the 12 month validity. Candidates may also decline an invitation to a stream they do not want and return to the pool, provided they do so inside the 15 day window.
- January 2026. The Rural Renewal Stream was reworked, with endorsement allocation limits per designated community, one year validity on Endorsement of Candidate Letters, a TEER-based endorsement model, and a requirement that foreign nationals inside Canada hold a valid work permit at the time of application and assessment.
- March 2025, still in effect. The Alberta Express Entry Stream no longer invites candidates under the family connection and occupation in demand pathway, though family connection points remain in the grid.
One correction worth making, because it circulates widely: as at the date below, no current AAIP stream carries a pause or closure notice on alberta.ca. The Alberta Opportunity Stream pause that still appears in search results is historical. The only genuinely closed items are on Alberta's expired streams page and closed in 2018.
What is worth preparing before an invitation
Because the invitation window is short and the expression of interest is scored on what you declare, the useful work happens before a draw, not after one:
- Language results that are current and cover all four abilities.
- An educational credential assessment where the education was obtained outside Canada.
- Employment records that evidence the occupation and hours actually worked, not just the job title.
- For a job offer: the wage and hours, since these are now collected and draws depend on them.
- A clear record of status history in Canada, which matters for the streams that require valid status at application and assessment.
A consultation is where a specific occupation and history get matched against the stream that is actually accepting applications, and against the federal step that follows the nomination.

AAIP FAQ
It depends on the stream. The Alberta Opportunity Stream requires an existing Alberta job offer and current employment in the province. The Alberta Express Entry Stream does not require a job offer for most categories, though having one strengthens the application. Rural streams require a job offer with a designated community employer.
It runs in two stages with two authorities, and each publishes its own current timing. Alberta assesses the provincial application and issues the nomination; IRCC then processes the permanent residence application that follows. We do not publish timing figures here, because they change and a number copied onto a website goes stale while still looking authoritative. Alberta publishes current AAIP information on alberta.ca and IRCC publishes its own processing times tool, and those are the figures to rely on.
The AAIP nomination is issued to the principal applicant. When you apply for Permanent Residence after receiving the nomination, you include your spouse and dependent children in the federal PR application. They become permanent residents at the same time as you.
